Substitute the values for line one into the slope formula
m =
5 - 3
-2 - 4
m = - 1/3
Do the same for line 2
m =
6 - (-3)
-1 - 2
m = -3
They are neither! If they were parallel then the slopes would be the same.
If they were perpendicular then the slopes multiplied together would equal -1.
